President's Message

2009 Chapter President
Ann Jutras

It is an honor to serve with the Central Coast Chapter of CLEARS.  CLEARS has been an integral part of my professional life for over a decade; this association enhances my role here at the Atascadero Police Department.

  1. Training – Our chapter is committed to providing relevant training for our members.  A survey is done to determine topics for presentation.  Our business meetings address any updates in legislation or procedures necessitated by case law.
  2. Networking – Our chapter members support each other on issues ranging from technology challenges to personnel issues as well as any other topic.  CLEARS provides a safe haven for learning and is vital for newly-appointed as well as experienced supervisors.  We all continue to expand our knowledge base and personal techniques; CLEARS is committed to supporting this endeavor.
  3. Legislative Updates and Support – The State Executive Board supports each chapter and also provides vital information on changes in legislation.  More importantly, updates on the financial side of our state government come through on a daily basis, which is so important in these times of economic challenge.

I am fortunate to be serving with such a fabulous group of individuals who represent years of service to their respective Departments and our CLEARS chapters.

  • Vice-President/Training – Bonnie Vaillancourt, Santa Maria PD
  • Secretary - Yolanda Neal, Atascadero State Hospital
  • Treasurer/CPR – Mary Sponhaltz, Morro Bay Police Department
  • Sergeant at Arms/Membership - Bernice Allen, Santa Barbara Sheriff’s Office
  • By Laws – Karen Thomas, Retired Simi Valley Police Department
  • Legislation – Joanne Hopkins, Retired Santa Cruz Police Department
  • Web Site – Kristi Andersen, Santa Barbara Police Department

And last but far from least is our Past President, Jennifer Chastain.  Her high level of energy coupled with her dedication to this field is inspiring.  She along with other past presidents of our Chapter, are truly mentors for me and all Central Coast CLEARS members.

On a personal note, the peripheral relationships formed by my association with this group have been vital to me.  Over the years, many have served as role models (whether they knew it or not!) as I have navigated through the maze of different supervisors, employees, peers and associates.  The level of professionalism and personal commitment remains an inspiration to me on a regular basis.

Please feel free to contact me at ajutras@atascadero.org with any input, concerns, suggestions or questions.  We’re here to help.
